This is the final report of the diving-based density surveys of the eelgrass monitoring component of the Eelgrass Restoration and Biological Resources Implementation Work Plan, a multi-year eelgrass monitoring program for the Brightwater outfall project. This report provides methods and results for the dive survey conducted during the first year of monitoring, which occurred August 2-4, 2004. Background information on previous eelgrass surveys is also presented.
